The ALT Reform Agenda
The Agenda for Liberia's Transformation organizes its reform priorities into five interconnected policy
pillars, each addressing a structural obstacle to Liberian progress. These pillars were developed
through community consultations, expert roundtables, and comparative policy analysis. Together, they
constitute a coherent roadmap for achieving a Lean Government and Strong Citizenry.
